{"id":4431,"date":"2020-04-29T13:59:35","date_gmt":"2020-04-29T12:59:35","guid":{"rendered":"https:\/\/esbuk.org\/web\/?p=4431"},"modified":"2020-04-29T13:59:35","modified_gmt":"2020-04-29T12:59:35","slug":"update-2-for-centres-regarding-ofquals-consultation-on-its-extraordinary-regulatory-framework-proposal-for-esol-skills-for-life-learners","status":"publish","type":"post","link":"https:\/\/esbuk.org\/index.php\/update-2-for-centres-regarding-ofquals-consultation-on-its-extraordinary-regulatory-framework-proposal-for-esol-skills-for-life-learners\/","title":{"rendered":"Centre Update 2: For centres regarding Ofqual&#8217;s Consultation on its Extraordinary Regulatory Framework &#8211; Proposal for ESOL Skills for Life learners"},"content":{"rendered":"<p><strong>On 9<sup>th<\/sup>\u00a0April<\/strong><span style=\"font-style: inherit; font-weight: inherit;\">, the UK Government set out how it expects vocational and technical qualifications (VTQs) to be assessed and awarded during the current pandemic, when schools and colleges have been closed to help prevent the spread of coronavirus (COVID-19).<\/span><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Ofqual asked for awarding organisations to compile a list of qualifications they offer that fall into one of those categories and what their mitigation approach would be, i.e. how they plan to support learners and centres with getting final results. These options include:<\/span><\/p>\n<ul>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Safely estimate or calculate results to issue to students<\/span><\/li>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Adapt assessments so that they can be taken in different contexts but still safely and validly measuring the same skills, knowledge and understanding<\/span><\/li>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Delay\/reschedule (only used as a last resort).<\/span><\/li>\n<\/ul>\n<p><strong><span style=\"font-style: inherit; font-weight: inherit;\">On 24<sup>th<\/sup>\u00a0April<\/span><\/strong><span style=\"font-style: inherit; font-weight: inherit;\">\u00a0Ofqual opened a consultation on its\u00a0<em>Extraordinary Regulatory Framework<\/em>, which includes qualifications available for public funding that fall into one of three categories:<\/span><\/p>\n<ul>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Qualifications where the primary use is to progress to FE\/HE<\/span><\/li>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Qualifications where there is a mixed use to progress to FE, HE or employment<\/span><\/li>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Qualifications where the primary use is to provide a License to Practise\/access to a profession or certificate of occupational competency.<\/span><\/li>\n<\/ul>\n<p><strong><span style=\"font-style: inherit; font-weight: inherit;\">Proposal for ESOL Skills for Life centres:<\/span><\/strong><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Pending the final list of qualifications in scope, which will be published after the consultation ends on 8<sup>th<\/sup>\u00a0May, ESB International is proposing\u00a0<strong>to calculate the results for our ESOL Skills for Life learners.<\/strong>\u00a0After the Government\u2019s position is finalised following the consultation, we will commence to contact centres that had cancelled assessments in March 2020 and commence the process for centres to calculate grades based on published trusted evidence criteria and subject to quality assurance checks by ESB International. Next, ESB International will move to call for bookings and registration of learners for the summer term assessments.<\/span><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">We will send you detailed evidence criteria that\u00a0<strong>may<\/strong>\u00a0include use of evidence to calculate results such as:<\/span><\/p>\n<ul>\n<li><strong>Banked component marks and grades<\/strong><span style=\"font-style: inherit; font-weight: inherit;\"><br \/>\n<\/span>&#8211; Class work\/homework, Initial assessments and diagnostic assessments<\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-style: inherit; font-weight: inherit;\"><strong>Internal assessment marks and grades not yet subject to Centre Assessment Standards scrutiny<br \/>\n<\/strong><\/span>&#8211; Previous achievement of Skills for Life Awards by the learner, Individual Learning Plans, Formative\u00a0 assessments<\/li>\n<\/ul>\n<ul>\n<li><span style=\"font-style: inherit; font-weight: inherit;\"><strong>Information provided by centres in relation to likely performance<br \/>\n<\/strong><\/span>&#8211; Predicted grades, Prior attainment data &#8211; Mock exam results, Teacher profiles of individual learners<\/li>\n<\/ul>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">ESB International for quality assurance purposes will use evidence such as:<\/span><\/p>\n<ul>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">Historical centre data<\/span><\/li>\n<\/ul>\n<p><strong><span style=\"font-style: inherit; font-weight: inherit;\">Current Action required of centres<\/span><\/strong><\/p>\n<ol>\n<li><strong><span style=\"font-style: inherit;\">Please read the consultation document to understand the extraordinary framework \u2013 do please participate in the consultation<\/span><\/strong><\/li>\n<li><strong><span style=\"font-style: inherit; font-weight: inherit;\">Commence internal planning for calculated grades for the cancelled March assessments and review the potential sources of trusted evidence that you hold<\/span><\/strong><\/li>\n<li><strong><span style=\"font-style: inherit; font-weight: inherit;\">Commence planning for Summer Term cohorts and plan to gather learner registration data in readiness for booking<\/span><\/strong><\/li>\n<\/ol>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Once the framework is enacted ESB International will commence communicating with you to implement calculated results for your learners.<\/span><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Any questions should be sent to\u00a0<\/span><a href=\"mailto:product@esbuk.org\" data-auth=\"NotApplicable\">product@esbuk.org<\/a><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Please note that we are running on a skeleton staff due to furloughing and will respond to any queries as quickly as we can.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 9th\u00a0April, the UK Government set out how it expects vocational and technical qualifications (VTQs) to be assessed and awarded during the current pandemic, when schools and colleges have been closed to help prevent the spread of coronavirus (COVID-19).
