{"id":4464,"date":"2020-05-05T14:33:13","date_gmt":"2020-05-05T13:33:13","guid":{"rendered":"https:\/\/esbuk.org\/web\/?p=4464"},"modified":"2020-05-05T14:33:13","modified_gmt":"2020-05-05T13:33:13","slug":"centre-update-3-speech","status":"publish","type":"post","link":"https:\/\/esbuk.org\/index.php\/centre-update-3-speech\/","title":{"rendered":"Centre Update 3: Speech centre update"},"content":{"rendered":"<h5>Dear Speech Centre Organiser,<\/h5>\n<div>\n<div>\n<p><b><span lang=\"en-US\">On 9<sup>th<\/sup>\u00a0April<\/span><\/b><span lang=\"en-US\">, the UK Government set out how it expects vocational and technical qualifications (VTQs) to be assessed and awarded during the current pandemic, when schools and colleges have been closed to help prevent the spread of coronavirus (COVID-19). ESB International&#8217;s qualifications fall under this cohort guidance.<\/span><\/p>\n<p><span lang=\"en-US\">Ofqual asked awarding organisations to compile a list of qualifications they offer and what their mitigation approach would be, i.e. how they plan to support learners and\u00a0centres\u00a0with getting final results. These options include:<\/span><\/p>\n<ul>\n<li><span lang=\"en-US\">Safely estimate or calculate results to issue to students<\/span><\/li>\n<li><span lang=\"en-US\">Adapt assessments so that they can be taken in different contexts but still safely and validly measuring the same skills, knowledge and understanding<\/span><\/li>\n<li><span lang=\"en-US\">Delay\/reschedule (only used as a last resort).<\/span><\/li>\n<\/ul>\n<p><b><span lang=\"en-US\">On 24<sup>th<\/sup>\u00a0April<\/span><\/b><span lang=\"en-US\">\u00a0Ofqual opened a consultation on its\u00a0<i>Extraordinary Regulatory Framework<\/i>, which includes qualifications available for public funding that fall into one of three categories:<\/span><\/p>\n<ul>\n<li><span lang=\"en-US\">Qualifications where the primary use is to progress to FE\/HE<\/span><\/li>\n<li><span lang=\"en-US\">Qualifications where there is a mixed use to progress to FE, HE or employment<\/span><\/li>\n<li><span lang=\"en-US\">Qualifications where the primary use is to provide a License to Practise\/access to a profession or certificate of occupational competency.<\/span><\/li>\n<\/ul>\n<p><span lang=\"en-US\">The consultation will close on the\u00a0<b>8th May<\/b>\u00a0and a final list of qualifications in scope for the purposes of the framework will be published after that time.\u00a0<\/span><\/p>\n<p><span style=\"font-family: Calibri,sans-serif;\"><b>Potential impact for ESB International&#8217;s Speech assessments\u00a0<\/b><\/span><\/p>\n<p><span lang=\"en-US\"><span style=\"color: #201f1e; font-family: Calibri,sans-serif;\">It is likely that speech assessments will need to be adapted\u00a0\u00a0whilst centres are still closed or\u00a0restrictions\u00a0still\u00a0in\u00a0force\u00a0that prevent a group\u00a0assessment\u00a0in a physical situation (subject to\u00a0the\u00a0final outcome of\u00a0the\u00a0Ofqual consultation).\u00a0\u00a0<\/span><\/span><\/p>\n<p><span lang=\"en-US\"><span style=\"color: #201f1e; font-family: Calibri,sans-serif;\">What may be the\u00a0potential\u00a0adaptations\u00a0if centres are still closed?<\/span><\/span><\/p>\n<ul>\n<li><span lang=\"en-US\"><span style=\"color: #201f1e; font-family: Calibri,sans-serif;\"><span style=\"font-family: Segoe UI,Segoe UI Web (West European),Segoe UI,-apple-system,system-ui,Roboto,Helvetica Neue,sans-serif;\">recording individual learners and submitting the recordings to ESB <\/span>International<span style=\"font-family: Segoe UI,Segoe UI Web (West European),Segoe UI,-apple-system,system-ui,Roboto,Helvetica Neue,sans-serif;\">\u00a0to be graded by assessors<\/span>\u00a0&#8211; this maybe more\u00a0suitable\u00a0for younger learners<\/span><\/span><\/li>\n<li><span lang=\"en-US\"><span style=\"color: #201f1e; font-family: Calibri,sans-serif;\">assessing\u00a0a group live but using video conferencing software &#8211; this may be more suitable for older learners<br \/>\n<\/span><\/span><\/li>\n<\/ul>\n<div>It is unlikely that we will be in a position to commence any adapted assessments\u00a0<b>until mid June<\/b>\u00a0at the earliest, given Ofqual&#8217;s current timelines.<\/p>\n<\/div>\n<p><b><span lang=\"en-US\">Current Actions required of\u00a0centres<\/span><\/b><\/p>\n<div><span style=\"font-size: 1.6rem;
