    In Memorium Shelagh Snell 1930-2025

    It is with grateful thanks and sadness that we mark the passing of a wonderful colleague, Friend and Fellow of ESB and former Trustee. I asked her friends and colleagues to join me in sharing some of their thoughts of Shelagh and I offer them here to demonstrate the breadth of impact and connection she had with and for so many.

    Shelagh was a legend! Someone who made an outstanding contribution, not only to the English Speaking Board, but to all the various people and places where she lived and worked over the years.

    I was fortunate enough to know her for over 60 years; but well before that she began her Teacher Training in Derby. She initially worked in the docklands in Liverpool, teaching poor children in a deprived area where there was extreme poverty, extreme cold and poor living conditions. I remember being amazed to learn that these children had to be sewn tightly into their clothes. This was to provide insulation and keep them warm; also prevent infection from lice. Sometimes paper and goose fat were even added to layers of clothes to ensure warmth.

    Shelagh later moved with her husband Jim, an architect, to Pershore in Worcestershire and later to their lovely home in St. George’s Square, Worcester. She inspired candidates of all ages from pre- Kindergarten to Retirement age and beyond. Her wonderful sense of humour was always present – something that captivated us all, young and old. She examined the whole range of Schools syllabuses, plus those for Colleges of FE; also Seminaries e.g. Allen Hall, London where young men were in training for the Ministry, using the Readers and Leaders in Places of Worship syllabus. While at Worcester Technical College, she taught Communication Skills to Building students and Catering students plus other sectors. She was passionate about this work, keen to pass on better communication skills to these young people to help them forge careers, and it was now that she began to publish her text books on the subject, a series of very successful text books followed.


    In both written communication and in the field she showed calm wisdom, tact, warmth and integrity. She was also renowned for her wonderful wit and skilled story-telling and a great talent for friendship. She kept us all happy!!

    She will be remembered by all with huge respect, admiration and love for many years to come.

    Brilliant, bawdy and benevolent, that was Shelagh. The first time I met her was outside the Globe Theatre for an ESB Conference. She greeted me in that beautifully modulated, carrying voice as if we had been friends for ever – the years would make sure that was true – then promptly cornered me into taking over from her as newsletter editor. She had endless anecdotes and completely unexpected raunchy jokes, as well as a piercing wit and a wicked line in mimicry. Her flawless slide into all and any accents got her in trouble once with a Welshman who complained to ESB about her ‘cultural appropriation’. Combine those with an invaluable total recall over so many years of ESB’s growth and development – Shelagh was unique. What a loss.

    There will be many people at ESB who knew Shelagh longer than I did but I remember first being aware of this very knowledgeable leader at training when I was a new assessor in 2009. She was so willing to share her enthusiasm and experience with all and I learned so much from her.

    I was very lucky to be invited to join a lunch group of ESB assessors who live in my area and Shelagh was one of the founder members. Shelagh was undoubtedly the leading light in the group with her sparkling wit and her, at times, outrageous jokes. She told wonderful anecdotes and had us roaring with laughter.

    Shelagh made a big impact on all who met her and I shall certainly cherish the happy memories I have of time spent with her.

    For me as CEO of ESB for nearly a decade, Shelagh forms a pantheon of former Trustees whom we have lost, along with Richard Ellis and Avril Newman that embodied the phrase “only connect” which was central to the founding philosophy of Christabel Burniston MBE and Jocelyn Bell. I only had the privilege of knowing Shelagh personally for five years and whenever she called me she expressed her gratitude for me taking her call in my busy role. Yet it was I who was grateful to her for showing such continued passion, open mindedness, friendship and interest in the evolution and progress of the organisation she held so dear.

    She also showed love and friendship as she would often ask after my father, who sadly too passed away this year as well as her constant concern for our President Merriel Halsall-Williams. I have always known that to lead ESB was to stand on the shoulders of giants, Shelagh was undoubtedly talented, quick witted, engaging and purposeful and for a huge part of her life ESB benefitted from her gifts of teaching, writing, assessing and mentorship.

  • English Speaking Board (International) Ltd. puts feedback into action

    At English Speaking Board (International) Ltd. (ESB), it is our aim to equip all learners with the English Language and Oracy skills to empower them to realise their full potential and look to the future with confidence.

    In line with our commitment to this purpose, we prioritise feedback from our schools, colleges, and third sector organisations, seeing each piece as an invaluable opportunity for growth. Every suggestion, question, comment, and concern is carefully evaluated, driving our continuous improvement and enabling us to deliver the highest quality assessment services. This commitment was one of the reasons we were named Awarding Organisation of the Year in 2023.

    The 2023-24 academic year highlighted this commitment in action:

    • Supporting an impressive 49,141 learners, ESB achieved an on-time delivery rate of 99% for results and certificates.
    • Additionally, ESB has witnessed a positive downward trend in the number of enquiries relating to learner results, reflecting our proactive approach to resolving potential concerns early.
    • We focus on a close, supportive and proactive working relationship with our centres. We resolve 96.3% of all centre queries in just 48 hours. Only 3.7% of enquiries take a little longer to resolve.

    The ESB Experience: Exceptional, Efficient, Elevate

    Our experience with ESB has been exceptional. We have found that ESB is highly receptive to feedback—when we’ve highlighted issues or made suggestions, they’ve responded thoughtfully and worked with us to implement adjustments. This level of collaboration and attentiveness to educator input has made ESB a valuable and trusted partner for our ESOL programme.

    The organisation has successfully combined quality with efficiency, which has allowed us to elevate our ESOL programme. We’re pleased with the positive feedback from learners and look forward to continuing our journey with ESB.

  • A Sad Goodbye to Avril

    It was with great sadness that we learnt that passionate ESB supporter, our dear colleague and friend, Avril Newman, has passed away. 

    Avril embraced all aspects of ESB as a teacher, as a headteacher, as an ESB Trustee – twice! and as the face of our 70/70 anniversary campaign when she took on the role of Ambassador.

    Avril also coined the phrase, which for the past few years has become the cornerstone of how we describe the organisation, when she described what ESB has to offer: “Imagine a golden ticket to social mobility and future success.” Spoken from the heart and as ever, with Avril, authentic and coming from a place of great knowledge and professionalism.

    Avril was an amazing educator – and taught in Tower Hamlets in London for an incredible 55 years! In that time, she was headteacher of the fantastic Sir William Burrough School for 28 years.

    Her daughter, Debbie, who followed her Mum into the world of education and created the ground-breaking Oracy-led Noisy Classroom, and who was herself a former Trustee of ESB, said:

    Mum was such a passionate supporter of ESB and so many children at Sir William Burrough School benefited from being involved. She was delighted to become an Ambassador for the 70/70 Campaign and do what she could to spread the word. She was so thrilled when her granddaughter, my daughter, Talia, took her first ESB exam last year making us officially three generations of ESB!

    She was also a magistrate and a Freeman of the City of London (and yes she did take a sheep over London Bridge)!


    In her working life, Avril shared the same goal as ESB – to enable disadvantaged learners to communicate more effectively to allow them to reach their aspirations and follow their dreams. She was a Trustee at English Speaking Board on two occasions. She first stepped down from the role in 2009 when her daughter Debbie took over her position. She then returned to the Board in 2013 until 2021.

    Her school, a state education Primary School serving the local communities of Tower Hamlets, completed ESB assessments for many years as Avril was a fervent believer that it helped her learners, many of whom came from homes where English was not their first language, to improve their self-confidence and communication skills.  

    At the time of being appointed as our Ambassador, Avril said:

    I am overwhelmed to have been appointed as ESB’s 70/70 Ambassador! ESB assessments have been a great gift to our school. They give our pupils a structure and purpose and help them to find their voice. The speeches that my learners complete as part of their ESB assessment are very close to the heart and the culture of the community that I serve. They have the most enchanting experience with an ESB assessor, and they then feel a sense of achievement when they receive a certificate at the end of it. Do not underestimate the joy of that golden ticket that those children take home, that they can share and display, that their families in overcrowded, intergenerational, non-English speaking homes have enormous pride in.


    Sir William Burrough School, paid their own tribute: “Avril was the leader of Sir William Burrough for almost 30 years and in this time ceaselessly and passionately championed the school and its community. We remember her with the fondest of memories and cherish the proud legacy that she leaves behind.

    A BBC Report broadcast in 1999 discussing progress that minority groups could make given the right teaching, held up Avril’s school as a perfect example. The BBC said: “Bangladeshi pupils at one primary school in London prove that underachievement is not inevitable. At the Sir William Burrough primary school in the East End, in the national English tests they generally outstrip not only their white peers, but also the national average. The school puts its success down partly to its open-minded attitude to pupils whose mother tongue is not English”.

    Avril, always proud of her learners, contributed: “It is important to remember many ethnic minority children are bright and must not be treated as if they had learning difficulties, just because they have language difficulties.

    Finally, ESB’s Chief Executive, Tina Renshaw, who knew Avril well in all her ESB roles, remembers:

    Avril was such a special person and a magnificent educator. As the new CEO to ESB, she wanted me to see ESB in action and shared her school with me on a number of occasions to witness those children experience an Oracy education. For me she was committed, principled, dedicated, loving and empathetic. When I wanted to create a campaign to celebrate the impact of ESB when we turned 70, there was no-one else whom I would have chosen to be the ambassador for our 70/70 campaign. We wanted to increase the participation of our Outreach campaign where we support schools in situations like hers to access the life changing experience we believed “doing ESB” to be. She fulfilled that role as only she could,  coining a phrase that became its headline.

    Her educational legacy is clear, thousands of children who were empowered and respected in an environment that gave them life changing, rich, impactful and varied experiences.  I am always humbled that educators like Avril chose ESB to be part of that experience. Thank you Avril, ESB will continue to honour your legacy in our Outreach campaign.
